Fractional CIO and interim technology leadership

Experienced CIO-level leadership for organisations navigating change, transition, recovery or a consequential delivery period.

The situation

When senior technology leadership is needed now

Organisations do not always need, or want, to appoint a permanent CIO immediately. They may be navigating a transformation, leadership gap, major program, operating-model change or period of technology risk where experienced executive judgement is needed without delay.

Fractional or interim CIO leadership provides senior decision-making, governance and delivery focus for a defined period while the organisation determines what comes next.

Common situations where fractional or interim CIO leadership helps

  • A CIO or technology executive has departed unexpectedly.
  • A permanent appointment is not yet justified or has not been made.
  • A major transformation needs stronger executive oversight.
  • Technology delivery has lost momentum or confidence.
  • The organisation needs independent advice before making major technology commitments.
  • Technology governance and executive reporting need to be strengthened.
  • Multiple vendors or programs require senior coordination.
  • The organisation needs an experienced transition leader while restructuring or recruiting.

Engagement outcomes

What the engagement produces

The engagement provides continuity of experienced technology leadership, clearer executive decisions and sustained attention on the organisation’s highest-priority technology and change issues.

Depending on the situation, this may include:

  • Clearer technology priorities
  • Strengthened governance and reporting
  • Executive visibility of major risks and dependencies
  • Stronger vendor and program accountability
  • A practical transformation or recovery agenda
  • Improved technology operating discipline
  • Clearer leadership accountabilities
  • An orderly transition to a permanent executive

Fractional or interim?

A fractional CIO typically provides ongoing executive technology leadership for a defined portion of time, while an interim CIO usually steps into a temporary full-time or near-full-time leadership role during transition, recruitment or organisational change. The right model depends on the urgency, workload and leadership gap.

Where the leadership need is tied to a troubled program, ERP decision or vendor choice, see Program Recovery, ERP Recovery and Vendor Selection.

Selected experience

Selected Technology Leadership Experience

Situation

An organisation required a new enterprise integration capability to support sustained technology delivery.

Intervention

The enterprise integration capability was established from a standing start, with the operating model, team structure and delivery disciplines put in place to support sustained growth and delivery.

Outcome

The capability scaled to 16 personnel within 10 months across five practices, spanning solution architecture, Boomi development, business analysis, project management and administration.

The function operated at an annual team burn rate of approximately $4 million, with a further approximately $3 million of embedded resource expenditure planned for FY23.

Within the first six months, the capability delivered SAP TLS, Code Focus and NetMenu integrations while the operating model and team were still being established.

Is fractional or interim CIO leadership the right approach?

It is often the right fit when the organisation needs senior technology judgement and leadership presence now, but does not yet need—or is not yet ready to appoint—a permanent executive.

It may be the right fit when:

  • There is an immediate leadership gap.
  • A transformation or major program needs stronger executive direction.
  • Technology priorities are unclear or competing.
  • Governance and reporting need to be stabilised.
  • The organisation is recruiting a permanent CIO.
  • A short-term executive is needed through restructuring or transition.
  • Technology risk is material but a permanent appointment would be premature.
  • Leadership is needed to establish control before handing over to a permanent executive.
